I wrote to my Senators a long time ago about this. TPTB are acting like it's not a big deal, that it's just to help people get to reprint old photos when they can't find the photographer but it's really about corporate greed. It's so ambiguous that basically anyone could take anything and profit from it unless you pay to register it (and even then it's not foolproof). It's amazing that no one is talking about this outside of the art/photography community.
