According to the site, and when I sorted, one grant per level per catgory is awarded. I checked each month to make sure, and an Art and Culture Grant in each grant level is awarded. The categories do not compete against each other.
When I sorted by Amount: 25,000, Category; Arts and Culture, All, there is a grant for every month at every amount.
I did a few combinations here to verify. Each category is a different color, so it's very clear that competition is inside each category. I also did a quick sort of All Categories, 25,000, all months, and each category is represented (sometimes twice).
