I wonder if there's something the Blood can do to induce a Queen, either in the womb or after birth at various stages-even as an adult? Like when bees feed one royal jelly and make a queen.
Say an area was really unsettled and they needed a Queen for stability, but for some reason they can't get one there. Maybe the produre is very dangerous, so it wouldn't be used often-because it usually kills the potential Queen. It could be a secret only the...hmmm, who would have it? The Warlord Princes, probably. Lesser males wouldn't have as much of the innate ~DRIVE to need to serve, and other women would be potential rivals. Over time, it might even be a legend to them, whispered about secretly, and debated as a way to induce Witch to appear, and save them all...not that it would work.
But a Queen, though.
